There are a lot single and dual mode bicycle trips to work (see table below) that involve bicycle use in Melbourne with accurate data from the ABS population survey in 2006.
As cities grow the proportion of multimodal trips grows. The only multi modal trips that competes with the car trip to work is the bicycle/train trip (1142) and the most effective form of car sharing is by bike /car passenger (141). To reduce the demand for inner car parking which can be expensive the car driver/ bicycle trip (722). Bicycles have the potential to make better use of the train fleet, the commuter car fleet and the bus and tram fleets. This we know because nearly a million people travel this way in the Netherlands and over 7 million in Japan.

I use the bike-train method of transport several times a week. I see a number of ways to get around the peak ban: travel against the peak hour flow if you can, leave a bike at stations at both ends of your trip, train through zone 2 and 3 and cycle through zone 1, or get a folding bike. As for displacing other passengers, it must be a very minor problem according to the stats quoted by Alan Parker: train with bike only 0.07% of trips- hardly worth the bother of the ban.
