What is needed is removing the ban and improving the rail system's capability for all users. Bikes are not the problem. I don't imagine there's a huge amount of profit to be made from it, but there's obviously demand, and no reason I can think of that an enterpreneurial type shouldn't be able to make something of a business out of it. Private operators might do a lousy job of running trains, but surely they can handle supplying and renting out locker-space?
